I'm not sure if this item is even in-game, but I ran into it while testing RECITE today:

You successfully decipher all of the magical writing on a scroll of flying.
a scroll of flying contains the cone of cold spell.
Seems to be consistent, it always has the wrong spell on it, cone of cold.
