Low level goblins using quicken spell

Low level goblins using quicken spell

So while fighting goblins in the Howling Peak, a low level area, I'm seeing goblin acolytes seemingly casting quickened cause moderate. In between chanting and finishing, there's no delay, as with quicken spell. However - this would put it in a sixth level slot, which should be completely out of reach for them, as level goes. I've seen it cast up to three times in one fight, which would take even higher than lvl 26, for that many slots.

Can someone help a non-caster here, and more precisely lay out the issue?

Should there be an additional delay between his uttering the words, and the spell triggering? Perhaps this has already been fixed?

Normally when I cast a spell, I see a full round of attacks, theirs and mine, between 'You begin to chant' and spell effect. This is mostly preinititiative though. When casting a quickened spell, I would see no delay and no attacks between those. That seemed to be what I was seeing - though it was only with cause moderate that I noticed it.

Confirmed. Goblin acolytes are casting their spells without delay, and without counting as their action for the turn. I don't think the issue is so much that they have a quickened spell feat. Also, I'm not sure if mobiles have spells/day the way players do.

But, I do know that in this case, at least, the mobiles aren't suffering the normal delay.

Are there other cases of this? Other casting mobiles that aren't following the normal combat rules?

I've noticed casting happening faster in general with the new combat changes. This is solely on the recieving end however, so it could simply be the relative difference in combat speeds giving the illusion of it being faster to me.
