Sanctuary still working?

I'm wondering if the sanctuary effect was removed from the shamans and acolytes in Howling Peaks, or if it's simply no longer working properly? I'm not getting the message of 'you break through so and so's protective wards' anymore. Just the approach echo.

The Sancturay spell still works, requiring a will check for the attacker, and should return the echoes
You smash through the goblin shaman's defensive wards!
or
You are repelled by the goblin shaman's strong defensive wards!

However, I don't see them casting the spell on themselves. Not sure of the reasons for that. (I don't know why they did so originally.)
