Npc potions/herbals/scrolls for a copper

I've noticed that some npc merchants are now selling potions/scrolls like recall, movement and herbals for only one copper each. They were much more expensive before. I've found that a majority are out of stock, though you can still buy them from a few places. I've tried my luck at buying a few, is this a bug and should these be sacked or is it deliberate?

This was a consequence of attempting to add a new deity (Callarduran) over an undocumented guild limit, and all sorts of crazy breaking loose. Those who bought these at this crazy-low price are asked to destroy them.
