The Blue Alley

Fixed the good quest cycle in the Blue Alley. It was trying to use 32 QBITs but each 100 VNUMs only has 30.

Should be valid for 0 to 31?

Yessir. It tried to use 30 2 1, 30 2 2, and 30 2 3; I changed it to use 30 1 1 as the highest bit.

OIC! I think I added error messages for when people tried to do that? Is that how you spotted it?

Might also be good, but more difficult, to have error messages for overlapping ranges like, 0 4, 3 7.

No, I spotted it by doing the quest and being unable to finish. I was really confused, the program looked correct, and then I realized that it was the VNUM range.
