My opinion: Just lower charisma requirements to 16, and allow older paladin chars the option to refund some stat points to balance out. 16 is still quite high. Make them viable knights by giving them a chance in a world that is increasingly about balancing rp with high level skills and stats.
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

I think it's less about balancing the stats and giving people the option to differentiate how they "have" to allocate stats. It's also about the other part of the game that has to do with the actual adventuring along with the rp of being in a city or town or what have you. Some rp takes place in the field as you fight to stop this evil lord, or are on the other side of the fence and trying to bring down some goodly force. If you are weak and the way we are increasingly getting closer and closer to being in line with code. You will have good rpers who when go out to face the challenge get there faces shoved into the dirt by the big bad. It's a challenge trying to get in line with rp stats without being a total wimp that bellies ones rp of being a master swordsman or knight or wizard etc..
We need balance on what is required for certain things so we can also plan out for what else we need so we are of use in those mechanic driven terms to coincide with the rp side of stuff.(hope I was clear)

I have considered this and discussed it with Mask. Paladins will now be required to have 16 CHA before their adoubement (i.e. a squire may have less than 16, but must have 16 before being created a paladin).
Existing paladins will be refunded two statistical points and have their charisma reduced to 16. (I will do so also for some squires with an 18 CHA, but please contact me if I miss your squire because I do not track them as closely as I do paladins.)
That being said, Mask is interested in making charisma more useful over the long term. So keep that in mind as you decide how to allocate those points.
