My characters carry around hundreds of rations and tens of water skins - a silly necessity that is dictated by code.
Overall - I don't think it's a big deal. I've dealt with the code for ages and learned a long time ago to gorge on fountains and toss rations in whenever no one is around. An inexpensive deal.
Ultimately, I think it'd be cool to have the food/drink system to give a small bonus - nothing crazy. Maybe something as simple as a 10% increase in xp/skill gain/weapon prof gain. That way there is a marked purpose for food/water, but it doesn't dominate a scenario. I think it's fair to say character "downtime" involves food and water.

I've suggested in the past, and will suggest again here, that the easiest fix to what I see as the real problem here would be to have hunger stop developing when one is doing mostly talking (with someone else). That is, if you are using more SAY/SMOTE/EMOTE than anything else, and there is another PC in the room, your hunger doesn't increase.
