The dirtkick helpfile says that the skill cannot be used once combat has started, but my experience indicates otherwise.
If it's not a bug, the helpfile should probably be updated.

To add, I have found that it can be used on an enemy you are not fighting but someone else in your group is, but I have found that if you are targetting/fighting the opponent you are trying to kick, it will not work if you are already in combat with them.
Seek ye victory? Ye shall eventually find defeat.

Seek ye nothing? Then all ye can find is victory.

Hmmm. My testing seems to suggest that dirtkick can now be used at any time, does not initiate combat, and blinds your opponent temporarily but does not break combat. It does not look to have any sector requirements (that is, you can do it in a hallway, or in a water sector). I've updated the helpfile to reflect this. Thank you for reporting the discrepancy!

Should the help file indicate that it is inappropriate RP to use it where dirt would not be available?
I imagine a world like FR would probably contain large amounts of dirt or sand anywhere outdoors, but perhaps not inside a dungeon.

I think that for now we can assume a thief can always find a dirty ranged means of temporarily blinding their opponent, even if it is by reflecting the glory of a pristinely clean, hallowed altar into the eyes of its very own priest with a handheld mirror. My initial reaction was "dirtkick? water? what?" but I think dirtkick is meant to represent a class of dirty trick a thief might use in combat, and they could accomplish it with water, dirt, spit - you name it.
