Disguise skill is erroneously running a spell penalty check.

The disguise skill is giving me the message of:
"Your armor hinders your attempt at disguise."

I actually have no armor penalty, but I do have a 15% spell penalty which I believe is causing the skill check failure.

Disguise should not be affected by spell penalty percentages.
Seek ye victory? Ye shall eventually find defeat.
Seek ye defeat? Ye shall most certainly find it.
Seek ye nothing? Then all ye can find is victory.

Confirmed: spell check penalty looks to be applied to % chance for all rogue skills, or at least those I tried, including HIDE, DISGUISE, and STEAL.

To reproduce:
Give a (naked) rogue
(13817) A polished steel girth lies here. (perfect)
Attempt DISGUISE FROG and note percent: value
Have them wear the girth and then attempt
DISGUISE FROG
again, noting the percent: value once more.

Observed: percent is 35% lower than without girth
Expected: all rogue skills should not be impacted by spell failure %

From my own testing, that might not be spell failure. The current armor penalty code seems to be based on a combination of the armor type, item weight, and material. The armor penalty numbers in the spreadsheet seem to have no bearing on it, and aren't even in place for full plate and likely others. Full plate shows as 0 when it's either -6 or -7, I can't recall off the top of my head.

Nylo is correct, this is failure based on armour weight/type and is not related to the spell check failure %. For example, a rogue wearing full or half plate will have less chance of being successful at those skills that are affected by the armour they are wearing as opposed to a rogue wearing silk or leather.
Rogues wearing silk or leather can still see this message from time to time but far less than with heavier armour.

Er, I'll give this another look, but I can see some data on the dice rolls and it sure seems like too much of a coincidence based on that. Thanks for the feedback!
