Incidentally, using sheath I can also fit a bastard sword into this wrist sheath. So it seems like whatever program is doing size checking here doesn't run for sheath, but only for put.

Curious. There is no program on i8322, and it is coded to accept four pounds of contents. The elf bone dagger weighs between .8 and .9 pounds and will not fit with put, but will with sheath. Objects as much as 7.5 pounds (to include the dagger) will fit with sheath.
I did not have these issues with a scabbard (i8319) with a 20 pound capacity. Neither did I have any trouble with a wrist sheath of 10 pounds capacity (i20958 - a prototype object). I think the answer is to set value0 to at least 10 and expect people to be reasonable; those who put their flaming swords in their belt pouches, etc. will likely continue to do so regardless.
Realistically, a good sword should weight about four pounds anyway.
