Glance while meditating
Currently we are able to LOOK at people and our surroundings when meditating, however we are unable to GLANCE at people. Can we have Glance be usable while meditating?

I'd honestly feel the other way around, even though most may not agree. Meditating should be as the skill name indicates...meditation. Clearing your mind and focusing inward. When people greet you, you don't realize it, because you're supposed to be in deep meditation. I'd rather LOOK not be usable during meditation, but me with my limited understanding of code wouldn't know how difficult/easy that'd be to achieve since you can use LOOK everywhere else, I think, unless blind. I understand this may be a hindrance with RP, but, if you're involved in talking to someone and it's to the point of "Hey look at this!" you'd rest, finish business, then go back to mostly inner thought.

According to Canon elves are able to Reverie, a form of meditation, and remain aware of their surroundings.
If you want to get closer to the d20 game, you should still be able to look around all you like. You just can't interact with the world, and the world can't interact with the player.... without disturbing their meditation.
So the LOOK command would remain untouched, however the emote, say, sayto, and tell commands would be locked down. You would also have some amount of time that you would have to meditate before actually having the time count towards recovering spells.
Now who would want to play that kind of game? =)

Rest
To prepare her daily spells, a wizard must first sleep for 8 hours. The wizard does not have to slumber for every minute of the time, but she must refrain from movement, combat, spellcasting, skill use, conversation, or any other fairly demanding physical or mental task during the rest period. If her rest is interrupted, each interruption adds 1 hour to the total amount of time she has to rest in order to clear her mind, and she must have at least 1 hour of uninterrupted rest immediately prior to preparing her spells. If the character does not need to sleep for some reason, she still must have 8 hours of restful calm before preparing any spells.
Recent Casting Limit/Rest Interruptions
If a wizard has cast spells recently, the drain on her resources reduces her capacity to prepare new spells. When she prepares spells for the coming day, all the spells she has cast within the last 8 hours count against her daily limit.
Preparation Environment
To prepare any spell, a wizard must have enough peace, quiet, and comfort to allow for proper concentration. The wizard’s surroundings need not be luxurious, but they must be free from overt distractions. Exposure to inclement weather prevents the necessary concentration, as does any injury or failed saving throw the character might experience while studying. Wizards also must have access to their spellbooks to study from and sufficient light to read them by. There is one major exception: A wizard can prepare a read magic spell even without a spellbook.

We do not use the d20 form of meditation here, because it does not work in a MUD setting. Talking is allowed to facilitate roleplay, with the expectation that players will limit themselves as ICly appropriate. I tend to agree with Lylena and Alitar on a roleplay basis - look should not be used extensively during meditation, and there is not much reason to add another command to the whitelist.

There is no adding of a command being suggested. Glance already exists.

I also prefer glance not to be an option through meditation, you're meditating, contemplating, half or even less aware of your surroundings, you want to glance, or dare I say it scrutinize critical elements of your fellows, then you should take the second it takes to leave meditation, glance then go back to it. Anything else is a feat in itself.
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

I am all for code enforced meditation, but I'm not overly concerned about it. Most players tend to show some form of etiquette in this area (minus the occasional dude chillaxing in the middle of the street).
If it was up for suggestions though, I think it would be cool if it treated it like some form of sleep, where you can hear what is being said, but everything else is gagged and you cannot use any interactive commands other than 'rest' - reverie-based races excluded. Maybe the mprog for NPC guards could be tweaked to recognize meditating as sleep, so they'll wake you and tell you to find an inn if you're caught meditating in no_sleep rooms.

I think a little suspension of disbelief may be in order here. A lot of wizards and priests (especially at lower levels) have to spend a LOT of time meditating in groups, and to gag them from everything would be kind of silly. I do support some coded "help" to keep the RP reasonable though. I think skill usage while meditating would optimally be applied based on skill-level of meditation itself.
IE: Until journeyman, you can not look, smote, talk, et all. No actions other than meditation and seeing existing room interactions
Expert unlocks glance and say (which goes into murmur)
then GM unlocks smote, look (including look direction) et all.
Something like that, to me, would be the ultimate RP assist.
