Is it fair that a casting NPC is able to cast spells like Acid Arrow at you from another room, but when you attempt to fire a bow back at them, it says that you are unable to find the target? Should we be reporting these instances as bugs?
Should it be considered a bug, in general, when we are unable to fire from one room of a dungeon to another room of a dungeon with a bow?

This is usually a result of an inability on your part to see the target, because the target room is not illuminated. There are a few (usually pretty obvious) cases where it is the coded intent you can not return fire, for example, where there are arrow slits or you are being fired upon from above.
If you report a case like this, I can check to make sure the situation makes sense, and explain why and under what circumstances you can not return fire.
For the case you are describing (I don't know where it is), I'd certainly be inclined to let someone fire back if the situation made sense.
