Restoration and energy drain

PCs can memorize enough spells to incapacitate each-other, hold them down, and drain a good chunk of their levels away. Potential even greater for low-level victims. As for whether this should be allowed is a whole debate of its own, I'd imagine.

How exactly does energy drain work against MOBs?

I recently used it successfully against a MOB 5 times in a recent fight any didn't notice any difference.

It doesn't. Energy drain is a spell that can only really affect pc's. If it has any affect on lowering the physical level on mobiles I've never seen it make much of a difference either.
