Quest Involving <redacted>

Hi

I am doing the Quest in which you must get a <redacted>. He attacked me and I killed him, collected what I need and headed back out into the streets when the following happened:-

I was under the impression that <redacted> didnt have a legal system? Also, should I be punished when he clearly started the fight?
