You cannot relayer items.
5 bags = 3 bags on the 3 layers of your belt. One on arms. One on body.

Again, I think that bags of holding supported by the creation of a new item flag ( perhaps FLAG_HOLDING ? ) would improve significantly the playing experience of many, particularly of rogues and to a lesser extent of wizards.

Code wise, bags are limited by the weight they can carry. Example...say a normal travelers pack can hold 50 lbs worth of stuff, while a special dragonscale bag can hold 120 lbs worth of stuff. So in reality a new flag would not need to be created when a bag could just be made to hold say 400 lbs worth of things. Most people could not carry around a bag full of that much stuff anyway. Not casting a vote for this, just saying that it could be done without a new flag having to be made.

infinite bags are possible in game but as far as I know, there is no way to make them not weigh as much as the contents. Not to mention, and this is a big limitation, bags will bug out after a certain amount of items are added, meaning you won't be able to see everything inside, in one coherent line, rather it will be disjointed from the overwhelming amount of text.
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

Perhaps a better idea would be bags that they themselves have no weight, this would shave off one or 2 lbs.

That would help but with 14 STR you still have to do a lot of micro-managing to stay within a light load.

I've never managed a light load with my wizard, his spell components just weigh too much even with keeping most at 3 or 5

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

Just tested the weight of mine. I'm missing a ton of components and I'm not very high level yet, but my spellpouch weighs about 17 pounds.
