I was unable to light this block with a fire object in the room. In this case the riverstone surrounded fire in the gardens of waterdeep. it mayb e the item itself or the light command that it uses, I'm unsure.
I was holding it and it produced this echo:

So for now it seems only player made fires can light it.

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

Changed this from looking for fire object (i30) to ITEM_TYPE_FIRE. Pending update.
