In my opinion the only item that should be taken in a Pkill would be a holy symbol.
Respect and consideration goes much farther then a bunch of situational rules in which there will always be disputes and exceptions.

require that symbol to cast? That's just like taking a single weapon Warrior's best weapon away from them, but worse in most ways.
Personally, if they stole from you, you notice and you're chaotic evil, they should expect confrontation without any chance to say, out of character, "I'm not fine with retribution."
Alignment dictates your character's standing views on a lot of things. It's not a permanent personality thing that IC actions can't change, but really, if you're handing out dozens of platinum just because you're rich as a chaotic evil character, you're doing it wrong. I can understand being nice to new faces initially because you could manipulate them or have them join you, though, as that's part of constructive evil RP.
Additionally, I'm against being able to hide behind OOC rules when it's blatantly obvious to you that your actions will cause a fight and potentially your death. It's
extremely obvious that if you steal from a mountain orc and he notices something missing, finds you looking at it and recognizes it, that you're going to fight, likely to the death.
