Strong Soul Feat lvl requirement?

I see a conflict in whats in the help-file (no mention of lvl req.) for the strong soul feat and a forum post (mention of lvl req.). Can anyone confirm if the strong soul feat must be taken before level 5 please?

Am I the only one that thinks Brar gets beat up by his wife regularly for these type of comments?

Alright, here's the ones I know that are on FK: Spellcasting Prodigy, Mind Over Body, Luck of Heroes, Poison Resist, Strong Soul, Bloodline of Fire, Militia.

Some of these are regional, some are racial.
