Difficulty connecting when tethered to mobile

Hi! I recently started playing and love the game so far. I wanted to get my boyfriend into it because he needs something to play during his downtime at work. Unfortunately, whenever he tries to connect to the game, it won't do it. He's tried all the different ports.

We both use MUSHclient on computers with Windows 10, so I doubt it's an issue with either of those. I connect via the wifi at my house and he tethers to his phone connection to connect when he's at work. It's an HTC Desire Android phone with the Boost Mobile network. He's tried changing some of the network settings, but nothing seems to fix the issue. Help would be greatly appreciated!

Can he play by other means, i.e. at home on a regular connection?

Does his phone tether actually work? i.e. can he do other stuff online other than play the mud?

Is his phone tether relaying through his works wifi? i.e. his phone is connected to work wifi but his phone is tethered to his computer

Depending on the answer to those I can probably help. I play probably 60-70% of the time on my phone tether
