Does this apply only to casting, or can racial/class abilities also count to start the stun portion of a bout?

Generally they count as well. Someone invokes a racial daily ability to buff themselves, it's the same as casting. A thief hiding and attacking seems reasonable to let through, if they are quick about it. If they start fumbling and failing hide checks, lop their head off.
