Waterdeep Gate Gaurds

The Gateguards of waterdeep do not initially tell you they want your name and buisness first untill after you try to pass them. Not sure if this is a bug or purposeful.

This overlap is meant to cover the fact that time_progs do not fire precisely on the hour named, but during it. The guards would seem inconsistent one way or another.
