At Griffonhome, on the eastern platform:

The sign reads: 'The griffons are scheduled to depart at 0, 6, 12, and 18
o'clock. Make sure to board at an hour early so as not to miss chariot. The 
Eastern Roost flies to Westgate, Voonlar, Tantras, and Tyraturos.'.

I stood around waiting from 10am to 12pm and the chariot did not arrive. I tried entering & exiting the room, going west to where the chariot presumably should be, etc. I did, however, lose my credit upon trying (and failing) to go west.

It looks as if this is run on a time program and they can sometimes be irregular. Specifically, they can fire at weird times during the appointed hour. At a glance, the code looks fine, but I'll leave this here to see if any others have similar experiences which can help to diagnose.
