And robbing spelled-up, magic-weaponed fighters of their magic so that they can be beat up on them too... I might add.
In short, it dispels all active spells in the room, cancels all magical effects of chars, and temporarily disables the magical enhancements on magic items (the book gives a % chance to permanently disenchant the items, but I think that would be taking it a bit too far). The only things safe are the caster, and anything on his person, or anything or anyone he is touching.
You want an uber-equalizer for the wizzies against almost any other class, this spell does it.
Mind you, it's a ninth level spell in the book. So it would have to be HIGH level to learn, HIGH mana to cast, and probably only accessible by a tough quest.
Of course, we could start small and give wizards dispel magic, only a 3rd level spell per PHB, for those schools that can learn it

I don't believe he is saying warriors cast it, I believe he is saying the wizards spell disable the weapon from having magical properties. Which would mean that if the wizard was in a wraithform they could not be harmed. I think this is a awsome spell, and should be added it gives the wizards a chance to actually survive one of those big bad warriors suprising them. :) Woo! Go Wizards, Like it is said in the other parts of the forum the wizards are already at a disadvantage. This spell may be able to counterbalance the weakness they have.
I agree with having something like this for everything on Isolrem's list except for deenchanting items. Most enchanted items out there are quest objects, and going around zapping them off people would probably result in a lot of complaints/ill feeling. If allowed, the item would have to be in the wizard's inventory, and would have to have a very long lag (IC taking time to unravel the enchantment) Perhaps there could be a corresponding spell like permanency which would do a caster level with the spell check if the spell was cast on a magic item (though that would be a lot of coding, I guess)
Deenchanting items in the same room for the duration of the spell would be fine, I guess, in the case that Telk put forward, but the fighters could just leave the room and wait for the wizard to leave.

I dont beleive he means permanently disenchanting them. I like this idea, but I think it would be too hard to remove magical effects from all the items. I just like the idea of say a lvl 50 spell being able to remove the enchantments from everyone in the room. I think this spell should take ALOT of mana and have a major lag, though.

Dispel Magic and Wizards
I know this has been discussed before I sorted and did a few searches so I hope that I am not repeating anything that's been said before.
I have always wondered why wizards don't get dispel magic, in a few FR novels I have read wizards can dispel magics. It would seem that they would know how to dispel magic even better than a priest would.
I think that this would also give more balance to the wizard class that quite a few people seem to want.
Any thoughts or comments?
