Recently, my dwarf has been under heavy loads of making arrowheads for rangers to fletch. This has lead me to two questions about arrowheads.
Does the metal type of an arrowhead potentially affect the overall outcome of the arrow quality (As in a steel arrowhead arrow being stronger and more durable than say a tin arrowhead arrow)?
Does the skill level of the arrowhead maker potentially affect the overall outcome of the arrow quality?

I do not believe that the overall quality of the eventual arrow is based upon the quality of the individual items from which it is constructed.
Rather, it is based upon the ability of the fletcher who crafts it so I would have to say no is the answer to both of your questions.

For other trades, the quality of the resources has some effect on the overall product. If this is not the case with fletching, I believe that the quality of the arrowheads and wood should play a small factor in the overall arrow quality.
