A prog to recognize words used in a smote or emote

I was wondering if there is any prog or combination of progs that can be used now to catch words in a smote or emote and cause a mob to react to the smoting PC.

If there is not, could a new prog, similar to speech_prog, be created for this purpose?

Try an act_prog.
