I've gotten rewards now from two different quests that give items that are clearly magical when detected, yet no one has been able to identify what enchantments are on them.
I'm now really curious what enchantments are on these items, is there any way to find out? Does the caster's spell level or character level play a factor in the identification?

The Identify spell can only reveal coded benefits that apply to the user or wearer. ie, if an item adds to a stat, or skill roll, or etc, or affects them with a special affect (like infravision, etc) upon wearing them, then it can reveal the affect.
However, items that use an object program (those that use a command word to do something) do not have their benefits revealed by identify, because there is no way for the identify spell to parse the object program. So chances are, you have a charged item that uses a command word to activate.
There IS code now to add a text description of an item and what it does, that would show up with identify, but many of the older items from before the addition of the ID Description do not have one still.
