Restoration on level loss
It seems restoration is unable to restore the first level lost from energy drain/enervation:
so if you were energy drained from lvl 50 to lvl 40, you can only be restored back to lvl 49
If you were enervated for just one level, you are out of luck

I have had this happen on a character of mine last month.
Your punch viciously hammers a shark's abdomen.
A shark is stunned, but will probably recover.

Hmmm. This isn't as straightforward as it seems. I can make this happen, but not reproducibly. The only time I was able to make it permanent was when I cast restoration at inept. Could I ask you to PM me:
1) Did a PC or NPC do the restoration?
2) If known, what was their level and skill level with the restoration spell
3) About how much time passed between the levels being drained and the restoration attempt(s)
I'm asking to ensure that

3) Not even 5 minutes between being drained and trying to restore.
I was going to add this in my last post, but I forgot. It was at least 8 levels that i tried to have restored, but only was able to regain 7 back. Or was it 9 drained and 8 back....

This is half confirmed. If you lose only one level you are NOT out of luck. Restoration, if done quickly, will restore the one lost level. If you lose more than one level, even if you get to it quickly, you cannot restore the last level and will remain one level shy of where you started. Entered into bugzilla.

The level four Cleric and Paladin spell, Restoration, does not appear to be working per cannon.
A single restoration spell should restore all negative levels as well as restore one experience level per spell.
Raza was drained five levels. I spent three ankhs to cast restoration spell on him six times. After three casts, I believe it just became ineffective. The remaining three attempts still left him with two drained levels.

This is already in Bugzilla as bug 896. It is waiting on coder attention.
However, current report indicates that only one level is permanently lost, at least in cases where restoration is immediate. So, to flesh out the bug report:

Does this sound right? Could this (operating properly) explain the second lost level in Raza's case, Selveem, and if so, do we need to add to a helpfile somewhere to clarify it?Negative levels remain until 24 hours have passed or until they are removed with a spell, such as restoration. If a negative level is not removed before 24 hours have passed, the affected creature must attempt a Fortitude save (DC 10 + 1/2 draining creature's racial HD + draining creature's Cha modifier; the exact DC is given in the creature's descriptive text). On a success, the negative level goes away with no harm to the creature. On a failure, the negative level goes away, but the creature's level is also reduced by one. A separate saving throw is required for each negative level.

The restoration spell should now return all lost levels, provided it is cast soon enough after the levels are drained. Yay!
