shapechange echoes

I'm new to shapechanging so I might be wrong, but from what I noticed, when you try to shapechange, this can happen :
- you succeed
- you fail your use of the skill
- you try to shapechange in a race you can't transform yet (you get a message like 'you can't shapechange in that')
- you try to shapechange in a race not available at all (you get the same message)

- first point, I would rather have 2 different messages for the race errors
- second point, when you try to shapechange to a race not (yet) available to you, you will try to shapechange, sometimes failing several times, till when you succeed and you get the race error message. Shouldn't the race check be made first, before using your precious abilities slot to try shapechanging?
