I understand having some NPC stealing in the roads of a city, but trainers (merchants too) should never steal as they steal all your money when you take it out to train your skill... a real pain.
I think some stealing trainers / merchants have already been fixed in the past.
Mob m21329 in skullport is a stealing trainer.

Sure enough, this little varmit is fast and efficient - you can't even train from him before he steals your coin! Problem is, I don't see why he does it. Is it because he can train (thus has) both PEEK and STEAL, as opposed to m6004 who has only steal but otherwise looks similar?
Marty suggested setting the scoundrel's class to warriors, but that didn't stop him. I don't think it is
Mobile has spec fun: spec_thief
because m6004 has that too, and doesn't steal. Or maybe it is because m6004 is bogged down with steel heavy mail?!?
Does anyone know enough to square this circle?

Just take off the mobile special with him? Is there some reason that he needs to have that?

The special is set by his class. If you set his class to warrior and copyover, he will have spec_warrior, not spec_thieves. It does beg the question about how spec_thieves should work however, as currently it turns people into extremely light-fingered young gents of fine upbringing...

Ah, OK...after copyover, the class change did the trick...so that particular problem child should be cured of his bad habits!
I don't know if the light-fingered rogue program is a problem more generally...what do people think?

I think it's fine so long as it is used judiciously. It wouldn't hurt to make the thieves slower or sloppier (they always seem to pick your PC clean the second you meet them) though.

I have no idea why; maybe it's the way steal is coded, but you can't steal over a certain amount of coins from a person even at GM. So, a work-around in the future could be to change all your platinum into copper and walk back over? Is that considered code abuse?

I have nothing against a stealing NPC, I find it IC and somehow fun, but yes, making it slower would be better (he is really fast )
And / or maybe make it steal a max of coins at a time (so it won't steal your whole bag of platinum in a tick)
Also, I would rather not see an NPC stealing if he is a trainer or vendor, which requires you to take your money out (I had to make an alias to learn from him so I was fast enough )
But then maybe you can not check if it's a trainer / vendor in the spec and it could be good to add a note in the builder lessons to tell builders about this particular behavior of the thief class so they avoid it if needed

I'm very much inclined to agree that the first theft can be rapid, but should not be followed immediately by another, and should involve a limited number of coins.
Anything that you would not do IC is highly suspect as a no-no. That said, walking around with all your money in pennies would likely be an effective way to deter pickpockets. Still, I don't know of anyone who uses that approach, or would have been likely to do so in medieval times.
