Cannot confirm this is a bug, since certain skills level slowly, but it just looks odd.
In apprentice range, I have ignited close to 4000 pieces of pine (wood merchant NPC) with no skill changes. (a dwarf needs his charcoal )
4000 successes and nothing feels a bit much, even for slow skills. My first thought is it has something to do with the wood merchant code, but without knowing ignite's code it's just a guess. Very low priority, granted, but a head scratcher.

Igniting the pine on the testport with a test char does (slowly) raise the ignite skill. Increase rate at apprentice is about 1% per hundred ignites, though, so it would take 10,000 to go up in one skill level, and 30,000 to get an improvement echo; and that's with an INT of 15. That does seem like a lot.
