Ran across this wand today:
This is a pale blue wand with a ruby tip. It is a medium wand.
Its weight is about 1 lbs, value is 184 platinum, 2 gold, 4 copper.
It is of average quality and in perfect condition. It is made of oak.
It is running low on charges of 'reserved'.
It's still in Zareth's possession, but makes me wonder if all these other 'magic rings' I've received that, when identified, show no enchantments are afflicted with the same sort of issue.

Confirmed - it is possible to get a wand with an invalid spell slot number, specifically zero. They don't do anything, and I suspect that is a bug.
It is also possible (quite a bit more likely, actually) to get a ring with an unidentifiable affect, "affecttwo". I think that does actually do something, the problem there is that the identify spell can't pin it down.
Are the wands overpriced, or are magical rings vastly underpriced? I'd like to wrap that into the bug reports related to the above.

One of my PCs has an amulet with "affecttwo". On wearing it, immunity to disease shows up in his resistances.

I also was able to create one of these. For now, consider those "duds" and I will look into this.
