The spell acid arrow doesn't seem to deal damage when it initially hits. I have a log of the spell being used against a rat in the Waterdeep sewers. I edited out some of the extra miscellaneous stuff to keep it shorter.
A mangy brown rat scavenges through the refuse.
Your killmode is: nofight
A mangy brown rat is in perfect health.
You begin to chant.
A metal arrowhead glows briefly.
Powdered rhubarb leaf glows briefly.
Adders stomach glows briefly.
Your arrow eats its way into a mangy brown rat!
A mangy brown rat is in perfect health.
Your arrow eats its way into a mangy brown rat!
a mangy brown rat has several traumatic wounds.
A mangy brown rat is heavily wounded.
His right leg is mangled.
I set my killmode to nofight so that the only damage would be done by the spell and not my character jumping in with melee. I then glanced at the rat and then cast the spell and immediately glanced at the rat again after the spell had gone off. It was still in perfect health. The residual damage from the spell actually does work. I glanced at the rat after it hit again and there was damage. It looks like it is only the initial hit that doesn't do damage.
Just a bit of extra info, this was with a lvl 50 wizard who is adept at acid arrow. Let me know if there is anything else I can do!

Re: Acid arrow not dealing damage
Aha, yes - confirmed, and I think I see why...but I don't know how to fix it. It's so close I can taste it, but I can't set one key parameter! I'll ask for help and if need be kick this up to the bigs for repair.
Thanks for reporting it!

Re: Acid arrow not dealing damage
A higher power has seen to this - should start doing the arrow damage with the next copyover. Thanks!
