while doing a express quest I entered the large wooden doors with gold bands (service entrance). (sword street)
did the drop. received my rewards. explored dinning areas. made my way to the vestment hall south of main hall.
exit reviled wooden door. opened door west and east. said doors are open, while moving w or e said doors are closed. changed open to open wooden w e same results. wooden doors in main hall were the same. iron gate
was closed and locked. the staff came in and lead me out the iron gate. not sure if they tried the doors or not.
unfortunately I did not have loges going.

The main gates of the Halls of Justice lock nightly. None of the other doors should lock (yet) and none of them appear to be locked when I just checked. I am not sure what your trouble was specifically with the inside doors?

More explicitly: There is a "service entrance" to the Halls of Justice that should (currently) remain open day or night. Your inability to exit out the main gates after dark is intentional.
