This spell projects a bolt of energy from the Positive Energy Plane against
one creature. The caster must succeed at a ranged touch attack to strike the target. A creature struck suffers varying damage, depending on its nature and home plane of existence (undead, evil creatures, and outsiders will be dealt more damage than others).
* This spell will not harm neutral creatures from the Prime
Material Plane (which includes all of Faerun).
You begin to chant.
A blazing silver sword on a shield pendant glows briefly.
A sunstone glows briefly and a wisp of smoke rises from it.
a large fire elemental basks in the warm glow of the light projected from your palm.
This prayer should have hurt the elemental, but since the elemental is neutral aligned it did not do any damage to it.

Confirmed; spell code includes
if racecategory($n) == outsider then
but elementals are category "elemental"
I tried modifying the spell code to correct this. This is my first try at something like that, so it may be a while before it manifests itself in-game...but hopefully it will!

Well, from my understanding they are manifested from the Elemental Planes, and would be considered extraplanar. But I might be wrong about that.

Now, by definition I might question whether they shouldn't be Outsiders in D&D, as well, but here is the definition:
Outsider Type wrote: An outsider is at least partially composed of the essence (but not necessarily the material) of some plane other than the Material Plane. Some creatures start out as some other type and become outsiders when they attain a higher (or lower) state of spiritual existence.
Features
An outsider has the following features.
8-sided Hit Dice.

Thanks folks. Bolt of Glory should treat elementals as outsiders, and now it does. I appreciate the report and the thoughtful follow-up.
