You can drag someone as long as the victim is within the 5 levels of you.
I'll keep it simple: why is this so? There are several quests where you have to drag a stunned mob and this is prohibiting the completion of quests.

With my drow, I have dragged stunned mobs far below my level (as I 2 shots them with my whips, I assume they are far below my level...), are you sure it is really working and not an helpfile error?

The helpfile does need work, in any case. Need to add that CONFIG can set you un-draggable, and a reverselink to SHOVE. Anyone know for sure about the level requirement?

I believe this was meant for PCs, not mobs. And the helpfile Athon linked, I believe was put into place due to the old bullying that used to be possible in Market Square before we had "laws" prohibiting it.
Guard mobs have an mprog that intercepts the shove attempt and attacks you that I've seen (see one strike I received in the past from Dalvyn).
If this is an issue for mobs, I see this as problematic.

My level 20 stunned a hill giant as part of a quest but I just got a constant chain of "you failed!" every time I tried to drag.

Ok, started testing on this. There does seem to be a level requirement for dragging a non-dead mobile, in that the chance of dragging a stunned-to-zero-HP mobile quickly drops as your level falls below theirs, to essentially zero once they are some proportion higher level than you are. A level 20 PC could drag a level 29 hill giant, but not a level 31. (Hill giants vary in level, as their stats can vary.) A level 21 could not drag a level 30, but a level 22 could. No upper limit, that is to say a level 49 PC could drag any stunned-to-zero-HP mobile with very little trouble.
This is probably to prevent some sort of cheating, but if a quest is supposed to entail this, we need to change something.
