I generally follow this rule for coming up with new names (After I have already exhausted my favorites). After I've decided what race, I go to an online translator of a language that is close to what they're based on. "I usually use latin elves, german for dwarven, gaelic for halflings).
I come up with several words that describe the character at his core. For example, a dwarven fighter, I could use the word Victory, which in german is Sieg. (I think, I forget exactly how I got there, that's the name of my horse.) Then change it around, or tack on a suffix/prefix to make it sound more dwarven/elvish or whatever. So I could then go with Dosieg, or Sidoveig.
Usually it works in coming up with a totally random name that won't be flagged, but can literally mean something.
