I'd like to point out, that the coolest halfling class is from Races of the Wild: Whisperknife.
Whisperknives do everything in their powers to avenge wrongs upon halflings, including straight up murdering people who have harmed halflings in any way.
And, halflings can be banished from caravans for committing atrocities. Therefore, there is a precedent for that sort of thing. I really think that Halfling clerics should be opened up, at least to applications. Few enough people play Hin anyway for it to be a huge deal, in my opinion.

Alright, so doing more and more research. Halflings are neutral.
Personally, yes I stress that point, I have always considered halflings as miniature humans. They are not hobbits - that fuzzy footed race is strictly a Lord of the Rings thing, and I have not come across any reference of fuzzy feet in D&D/FR. But, they are alike in their statue and light-footedness. Anyway, considering them as miniature humans makes me tend to imagine them as varied as any individual within the human race.
However, the texts refer to them as neutral folk, prone to enjoying the simple and fun things in life. So, let's focus on this alignment as I revise my suggestion a bit...
We currently allow only two options for hin clerics. Both are good. How about instead of opening them up to everything, we open them up to two appropriate evil faiths and at least one or two neutral faith(s) to balance this out. Perhaps that is a bit more acceptable?

One thing important to remember is that PCs are not normal members of their race. They're different and better. There's a reason why they, almost always, have higher statistic distribution than the mundane of their race.
While every Drow may be seen as evil, there was a Drizzt. While Dwarves are seen as a goodly race, there's a Tretch.
While PCs can, and most often do, incorporate racial backgrounds for their characters to give them a basis for the way they think and act, they are not set in stone. The most goodly of creatures may be twisted and the most vile may repent. This is the reason that PCs are more interesting than the mundanes of their race.
I say we unshackle these chains and institute a small kismet cost for being slightly outside of normal alignment and a larger one for being greatly out of normal alignment.

Giving this a little nudge, as I still have ideas for an evil hin priest I'd love to play, and this topic found a lot of support previously for opening up options to halfling and dwarves alike.

I still am heavily in favor of doing this. There are *numerous* evil halfling organizations. They are just as varied in temperament as humans are.

The amount of interest (the demand) is not something that needs go beyond application, IMO. (In other words, there would be so few people who made these things it's easier to just have them use applications than code this entire thing in.) That also eliminates having it freely made, as clearly somewhere along the line was decided undesirable.
'Special roleplay' applications are a thing for exactly this type of situation. Feel free to apply, perhaps if the volume of these applications(AND successful characters of this type, not granted applications that barely went above a few hundred hours and mid-level.) were high it would merit a change but until then as is seems just fine.
