Listen

I remember my first character's listen skill went up pretty steadily but not crazily so. My most recent character, which I have played over 700 hrs and got Listen relatively early on... and listen hasn't gone up once. Has the skill changed? I know the skill is (Int,Con) and my Int isn't great but my Con is great. Meditate is (Int,Wis) and my wisdom is the same as my Con. My meditate has gone up significantly. Shouldn't my listen have one up once?

It probably has more to do with what your PC has (or has not) been exposed to. Remember that listen "gives you a chance of detecting the motion of hidden or invisible creatures". If you are not around hidden or invisible PCs and NPCs often then you have a lesser chance of improving at this skill.

I can confirm that the skill does improve when you are exposed to the appropriate stimuli - thoroughly testing a rate of skill increase is far more difficult, but it looked reasonable to me from my short test.

It used to go up when you heard footsteps to the east or movement like that. These no long raise your listen skill?

I would guess it goes up when you make a listen check, which is not when hearing this but when being confronted to the sneak/invisible character.
I would say corrected to work as intented.

Sounds like it is super-duper hard to raise both Listen and Spot. Thanks for the explanation I understand now why I wasn't seeing any increase.
