Dexterity bonus not being applied properly

There is an inexplicable max dex bonus cap on my characters. As far as I know, the dexterity cap is only affected by armor type. But even wearing no armor, the cap is still lower than my dexterity. i.e. :

DEX 18/16 Bonus: +4 head 14 (none) (max dex: 3)

Even more outrageous in on another character, where the dexterity is capped at 1, again for reasons I do not comprehend

DEX 18/14 Bonus: +4 | body 14 (none) (max dex: 1)

In the first case my character is affected by nothing and the second case by slink.
