The subject sums it up nicely. Please add "a piece of fine silver wire" to the list of items that are always out of stock, pre and post reboots, day after day.

I agree that this should be freely available. In the meantime however, it's possible to make these using IC methods.

Blank scrolls also.

Though a locate object shows why they are out of stock.

Storing components, consumables, foods, etc in personal storerooms makes them count against the allowable limits of stock to be purchased all the time rather than just when that person is online.

More of these will become available from certain merchants in the near future (after the next copyover).

"A piece of bark" has chronically been out of stock in numerous locations at all hours of the day and night, as far as I can tell. Just a head's up.

Even though it can be found in the wild, vials of blood are usually out of stock in shops, as are portions of ruby dust, which have very little if any existense in the game world. On a lighter note There's been times when the shopkeeper has told me he was out of blood, and I've wondered if punching him in the face would result in him having some excess.
