I don't presently know how the code functions, but I'd like to point at canon and say that the Max Dex Bonus only applies to dexterity in relation to armour class. Skills are affected by an armour check penalty. These are separate things. Max Dex Bonus should not be affecting skills and at present it feels as though it does.

I wouldn't say it's anything conclusive, I'm just not noticing a difference in success rate between one character with 12 modified dex and another with 20 modified dex while both are in full plate. One character is class Squire, the other is class Fighter.
The skills I've been watching for awhile(and with which I've seen little to no variation between the two characters) are dodge, parry, mount, second attack(as well as third, fourth,-probably fifth too but I've not been able to compare).
As a disclaimer, I'd like to mention it's something I've noticed for awhile and only recently realized shouldn't be happening(and thus only recently really started to pay attention to it).

I'm not trying to be a smart ass here, but wouldn't it stand to reason that all of those skill listing dex next to them would be more successful with higher dex, and that have nothing to do with max dex bonus or eq?

Testing the 'hide' skill on the test port I can't seem to get max dex bonus or armour proficiency to have any kind of effect at all on my ability to use it, with or without armour proficiency.

hide (Dex,Lck) grandmaster
Luck also seems not to affect anything and there's no difference between 13 luck and 50 luck; everything seems to be determined solely by the character's dexterity and skill level.

I think to get a real judgement on this, you'd need to run a parser. However, remember that your 'armor penalty' on your dex based skills, in plate, -is- minus 6.
However, this shouldn't necessarily apply to all skills. Normally, if a skill is affected, it gives an emote. Though, admittedly, that has only been on 'active' skills (ie skills requiring a command) and not passives.

Armor penalty is only supposed to apply to certain skills. Here's the info from D20SRD.org:
Any armor heavier than leather hurts a character's ability to use some skills. An armor check penalty number is the penalty that applies to Balance, Climb, Escape Artist, Hide, Jump, Move Silently, Sleight of Hand, and Tumble checks by a character wearing a certain kind of armor. Double the normal armor check penalty is applied to Swim checks. A character's encumbrance (the amount of gear carried, including armor) may also apply an armor check penalty.

No worries, not coming off as a smart ass. That seems to be exactly what I'm saying. These should be affected by dex and not be limited by the max dex bonus and I've had no luck determining whether or not that is the case or not. I've been told by a couple players that the max dex bonus affects it but I've been told by others that it doesn't. Still only applies to those skills. Encumbrance does not stack with armor check penalty. When determining which penalty should apply, you always choose the worse of the two. For instance, if your armor is cloth but you are carrying a heavy load, you take the encumbrance penalty. It still exists though, and it stands to reason that those characters with 16 luck, say, should definitely have a higher success rate then one with 10 luck.

Yes, it exists. But it cannot be adjusted and does not often fluctuate from a certain number. On a sixteen player who list everyone has the same luck right now. I doubt there would be such different extremes in luck between any two players.
