Is Meriki really asking me to pay him? Now, you need to pay me....
------------------
You give a book "Collection of Gnomish Stories and Riddles" to Meriki.
Meriki clasps his hands together as his lips split into a broad grin.

Meriki exclaims 'The book!'
Meriki asks you 'It has been waiting for me for a long time, you know?'
Meriki exclaims to you 'Now, you need to pay me for your service!'
Meriki gives you 6 platinum coin.
Meriki says to you 'Here I am.'
Meriki starts reading the book and ignores you.

The quest author was not a native English speaker. That's my best guess about why this is confusing, but it's been changed.

Orrrrr, maybe he's just an eccentric and batty dwarf? I've always found humor in the interaction.

No problem. My small contribution of the day.

Wait, no.. seriously. I think this was all done intentionally. Notice, "The book has been waiting for me"? "Now you have to pay me" hands you coins, "Here I am!"

If anything, I'd say that the non-native English Speaker was making some sort of wry joke about English syntax. Maybe the Dwarf is a non-native common speaker, and had an issue that he did? Who knows. Either way, I'd say this looks to be very intentional, and, as I said, humorous. I think it should remain as is. And again, other interactions with this NPC makes me think he's a little bit... off. =P

I hate to point out, 'Meriki the Mad Wizard gives you a cross-eyed look.' I believe its rather intentional and largely a part of the gimmick of the store. Probably too late, and it wont be fixed now, but it does seem more transparent now why she might act 'mad.'
