I just saw this (mere seconds ago):
'A pirate ship docks in Waterdeep, unloading a huge crew of pirates into the city! Arr!'

However, I am in the middle of Menzoberranzan, therefore I shouldn't see it at all!

This was a global echo triggered by a person, not by the code.
