I'm always a supporter for new races, but races require hometowns. So it probably would only happen if Kara-Tur or the Lost Vale were added to the map. I've been waiting -years- for the other fiendish races (Fey'ri & Tannarukk) to go live.

RP aside - the technical side would be very hard to implement. And they would end up being basically unplayable, as so much of the code depends on speech. While new races are always a plus, it has to be weighed with the effort to code, maintain, and play the race. Personally, I feel the effort would be far better spent bringing a more common race to completion and availability, though even that is time consuming.

Yuan-ti having been planned at one point, would probably be an easier scaly folk to implement, not easy, just er.. easier.
