Er, true, it's not flagged mountable...though a moose isn't exactly a workable steed? Sheep, bears, dire wolves, etc. are not flagged mountable either. I think the flag is reserved for animals intended to serve as mounts?

A real life Player Character managed it once.
Apparently moose aren't particularly well adapted to riding; they're aggressive and hard to train. It's possible, but needlessly difficult since no one (on our planet) has ever bred them to the purpose.

There have been domesticated Moose in Russia. If anyone where to ride them I'd imagine a Druid or Ranger would be able to ease their anxiety.

There are many animals in this situation (those which could probably stand to have the flag), and I am usually in favor of making things more accessible within the bounds of good role-play. In this case, there will be a slight delay as I sift through the animals and make the necessary adjustments.
I am pleased to satisfy players' whims in little cases like this. I'll just remind you that something not working the way you imagine it should is not a bug.
