Help Oil oddity

Typing Help Oil (because a Westgate instructor mentioned oiling armor and I was curious if there were a game mechanic for this) leads to this:

I am not aware of any command to oil armor. There is no hard coded command; there may be some object which allows that. I have taken care of that help file though. Thanks for pointing it out. Who mentions oiling armor, please?

This is from one of the instructor's in the Gilded Lance, its context is not mechanical in-game but rather just medieval lore being related as part of the quest to join.
