Two mounts(?) not able to be mounted.

Found two pets that are sold in High Forest that do not let me use the mount command. They are both type horse and not sure what would stop it from working for a size small character. Just seems like they would be useable by a size small creature as a mount similiar to warfoxes.
[ Male Horse] A moose 100%hp 100%mn 100%mv
[Female GnmFt] Elah 100%hp 100%mn 100%mv
You can't mount that!
A large buck now follows you.
Brewen says to you 'I have a special one just for you'
