Starting off with two ingots, it indicates I don't have enough raw material, but it takes only two ingots to make a bracelet.

The problem here will be that the apparently same-grade ingots of tin actually don't work together. If you drop all the tin ingots, then pick up the two you need (or possibly all of them) with
GET 2 INGOT (OR GET ALL.INGOT)
I think you will find it works...please let me know if it does!

This is a longstanding oddity that we are still working around rather than spending time on fixing.
