Incorrect armor classification?

I'm afraid I don't know where this object came from, but after returning from a long break my wizard was wearing this item:

a circlet of white roses and gold-star jasmine (perfect)

Examine reveals:
It is in perfect condition.
It is heavy mail and is medium armour.
It is just the right size for you to wear.
It can be picked up, worn on the head.
It is worn as armour.
It is medium in size and would fit a humanoid.
It is made of plant and weighs about 2 pounds.
A lovely accessory crafted of flowers.

I thought the idea of heavy mail armor crafted of flowers seemed a bit peculiar... I've taken it off for the time being because it makes me clumsy and interferes with my spellcasting, so I'm wondering if perhaps it somehow became bugged in the years I've been away?

There are three related items here.
  • (25790) a circlet of white roses and gold-star jasmine (perfect): It is heavy mail and is medium armour.
  • (25791) a belt of white roses and gold-star jasmine (perfect): It is leather and is light armour.
  • (25792) a surcoat of white roses and gold-star jasmine (perfect): It is cloth and is not armour.
They should probably all be the same material type, and 'cloth' would appear to be the closest fit.
