Not sure if this is intentional, but 'note take' will not allow you to remove notes adressed to 'all' even if it was written by your character. 'Note remove' will not allow you to remove the note, but instead suggests you take it, which leads you back to square one. 
The helpfile doesn't mention that notes addressed to 'all' cannot be removed or taken.
